The design process which never fails me is as follows.

Create wireframe models showing where I want the various page elements to go.

Research the company to get some inspiration. If the company is new, research competitors to see what they are up to.

I then open up photoshop, Usually 1000x600. I pull two vertical rules to the 50px and 950px marks. This is my content area. At this point I will have some ideas about what I want to do. I will experiment with colors, gradients and images. I'll then chuck some content in based on wireframes from step 1.

To succeed you need to know 3 things.
1) What is going on the page
2) What basic structure the page is going to take

At this point you are already halfway there
----------------------------------------------------
3) Gather some inspiration, graphics or color pallets to play around with.

Hi Aazad I agree that a developer has to face a problem in designing the site.but You should not become hopeless.I w'd suggest you that First you go through a number of relevent good sites on the net and collect an overall idea of the look.Then start drawing the outlay of your pages on the paper first.And think is it appropriate and modify accordingly.After finalizing you should start with the Photoshop or other desiging tools.

Websites are judged by content and layout. How good your content maybe, if your layout is not appealing, visitors will not be eager to come back. Everyone is not born with a quality of creating layouts that are pleasing to the eye.
Try the following techniques:
1. Keep it simple
2. Readable font size and face:
3. Use web safe eye pleasing colors
4. One important aspect of layout is keeping track of dimensions of a web page
5. Limit File Size

shalom_m has given really a good advice. Ideally, both your design and content should complement each other. Otherwise, the whole effect will feel like being thrusted upon you and not match well.
