Tutorials will depend on what you are trying to build, so if you can expand a little more on what you want out of this process we can help you a bit better.
At a high level, some good free tools are:
Notepad++ | 5.8.7
GIMP - The GNU Image Manipulation Program
However, many people have there own favourite toolset and as such we may get a little debate going ;o)

9 Feb 2011 @ 11.06 You may also want to look at Aptana. its a pretty robust IDE and has recently been purchased by Appcelerator. This means that we could soon see mobile development platform integrated into the IDE, which is pretty exciting.

4 May 2011 @ 14.38 The template is a hard work. At first you need to create a design. As example you need to use PhotoShop. You can find a lot of good Ptotoshop tutorials on the web. After design creation you need to start coding. You need to have good php and html skills. I suggest you to view good php and html tutorial at w3schools.com
