it is advised to put your strongest most relevant keywords first, although these days google and a few others don't take much notice of them anyway.

the two go hand in hand, i quite often try to identify my keywords first and then write my content to match these where possible, otherwise it renders the keywords pointless. A program i have used is IBP Arelis, i thought it was great because you can generate site reports etc in your own branding rendered through the program, ive never bought it though just the trial check it out on SEO software: IBP is the powerful SEO tool with proven results although im sure others willl be able to give links for a better seo benchmark system

Keywords that do not appear in your content are generally ignored.

Google does not look mat the keyword meta tag, but you should still include it as you never know when they may revert back to using it. You wont get penalised for having it there so include it.

When someone search for a term Google will try to find the term in your page content, it will look at the domain name, page title, description meta tag, and body of your pages. To rank high your keyword must be displayed in all these places including links where appropiateand in header tags.
